Dr. Kiyoko Saito

Visiting Researcher

Kiyoko Saito is a Senior Researcher at the JICA Ogata Research Institute for Peace and Development, focusing on international migration and migrant worker protection policies in Asia.

Dr. Saito serves as the principal investigator for the research project “Study on International Migration Routes and Route Selection Mechanisms of Potential Labor Migrants”

Her recent publications include work on safe and skilled labor migration implementation in Indonesia (International Migration, 2025) and determinants of regional migration patterns from Indonesia.

She has also led comprehensive studies on achieving a inclusive society in Japan by 2030/2040, focusing on foreign worker integration policies.

Her interdisciplinary research combines migration governance with human security approaches, particularly examining protection mechanisms for Indonesian migrant workers and developing evidence-based policies for inclusive societies.

She holds a Ph.D. in Arts and Sciences from the University of Tokyo and an M.Eng. from Tokyo Institute of Technology.
